Call for Artists: West Virginia Memorial to Fallen Heroes of the Global War on Terrorism
In order to preserve the memory of West Virginia servicemembers killed in action in the conflicts in Iraq, Afghanistan, and other locations during the United States War on Terror, the West Virginia Legislature has authorized construction of a monument on the State Capitol grounds. The monument will recognize and honor the West Virginians who made the ultimate sacrifice while serving in these conflicts.
The proposed designs must be in line with the classical themes of veterans’ memorials throughout the nation, while taking into account appropriate historical and philosophical themes, and include the names of all West Virginia servicemembers killed in action during the United States War on Terror, as described in House Bill 3398
Applicants should submit a two-dimensional or three-dimensional graphic representation of the preliminary concepts with a description of the proposed project and budget. Installation cost will be bid separately and should not be included.  
Monument location is to be determined by the Capitol Building Commission. 

Deadline for Submission: December 1, 2025
To submit a design for consideration, submit the following required attachments to Jenna Green (jenna.r.green@wv.gov) on or before Monday, December 1, 2025.

Required Attachments: 
Concept Design & Narrative
Include a two-dimensional or three-dimensional graphic representation of the preliminary concept for the proposed monument. The concept may be presented in any medium (photo, graphite, CAD, pen & ink, watercolor, etc.).
Describe the artistic concept and specifications for the statue, including materials, size, scale, and any construction considerations to ensure artistic merit and integrity. Describe why this proposal is relevant to the United States War on Terror veterans and how West Virginian fallen heroes will be honored in the monument.

Artist Resume & Work Samples
Attach artist resume detailing public arts and exhibiting experience and 3-5 examples of previous work.

Project Budget 
Submit a budget proposal with consideration to materials, labor and fabrication. Please do not include installation costs.

Work Plan
Your work plan should align with the major activities outlined in your project narrative and follow the timeline provided in your proposal. Present a brief schedule detailing the steps you will take during the project period to complete the monument. Be sure to show how each activity leads into the next, and include key milestones such as material acquisition deadlines, interim targets for sculpture fabrication, and final completion and delivery dates.
